romanian ak 47 its ugly finsh?

i brought one of those brand new 4 years ago . im unpleased with the black steel parts of the gun look terrible, are they blued or painted? it loosks if mine was shipped with 100s of guns unwrapped in a crate? also what is the piece that on the left side of the gun like for a scope mount?

The rail is for a scope mount. Most Romanian AK's that I've seen have blued metal except for the receivers.
